Melissa Hamsher

Melissa Hamsher is a senior executive and strategic advisor with more than 25 years of experience across energy production and transmission, environmental sciences, regulatory compliance, alternative fuels, compressed gases, occupational safety, and risk management.

Her career spans executive leadership at major investor-owned utilities, where she built and managed environmental, health, safety, and risk programs from the ground up; directed large-scale capital infrastructure programs; developed and executed regulatory strategy before state and federal agencies; and led legislative and government affairs initiatives at the state and federal level.

Melissa has provided expert testimony before the U.S. House of Representatives, state and federal regulatory bodies, and technical advisory boards on matters involving energy exploration and production, midstream infrastructure, environmental compliance, occupational safety, and risk management.

Prior to founding Lotus Key Energy, Melissa served as Vice President of Environmental, Health, Safety and Regulatory Compliance for publicly traded oil and gas exploration and production companies, building and leading compliance and risk management programs across the country, including with one company from inception through a $1.2 billion IPO. As an independent consultant, she established the full compliance and risk management foundation for compressed natural gas companies, seeing one from its first day of operations through an $80 million exit in under two years.

Melissa's executive leadership spans operations management, cost control, budgeting, vendor management, and responsible procurement. Her regulatory affairs practice encompasses compliance resolution, regulatory agency negotiations, legislative development, atypical regulatory approvals, public hearings, expert witness testimony, and grass roots campaigns. She brings deep expertise in policy and protocol creation and implementation, standard operating procedure writing, regulatory auditing, permitting, and technical writing. At the corporate governance level, she has directed compliance program development and management, ESG program development, acquisition assessment, investor relations, press interaction, and insurance risk assessment.

Melissa founded Lotus Key Energy in 2021 to bring that depth of executive and technical experience directly to clients navigating the demands of a rapidly evolving energy landscape. She holds two (2) Bachelor's of Science in Engineering from the Penn State University.
